FIFA penalises Israeli Football Association for inaction on Beitar Jerusalem racist conduct
The disciplinary panel of FIFA, the international football regulator, concluded that the Israeli Football Association (IFA) neglected to enforce appropriate measures against Beitar Jerusalem in relation to "ongoing and thoroughly evidenced racist actions."
In October 2024, the Palestine Football Association submitted claims of bias by the IFA to FIFA, sparking a formal review.
FIFA chose not to impose the penalty sought by the Palestinian FA, which had called for the IFA's suspension.
Yet the IFA was ruled to have disregarded "FIFA's core principles," as detailed in an extensive verdict from its disciplinary arm, which outlined numerous racism cases within Israeli football.
The panel criticised the "insufficient and fundamentally weak" punishments applied to the Israeli outfit Beitar for instances of racist and prejudiced actions.
"Fans have repeatedly taken part in confirmed racist conduct," the document observed about Beitar supporters.
"Beitar's employment of mottos like 'forever pure', coupled with ongoing chants of derogatory labels such as 'terrorist' aimed at Arab competitors, constitute not standalone occurrences but a recurring trend of behaviour that breaches essential norms of propriety and damages the game's standing.
The panel emphasised that this outfit merely illustrates the IFA's wider deficiencies.
Israeli FA ordered to exhibit anti-bias banner
FIFA further indicated that the IFA received a caution and must erect a "prominent and conspicuously placed banner" during its forthcoming three home fixtures in FIFA tournaments, bearing the message 'Football Unites the World - No to Discrimination'.
The IFA is required to channel one third of the penalty into a programme designed to "promote responses to discrimination and halt future occurrences."
In the wake of a distinct inquiry, FIFA declared that no steps would be pursued against the IFA regarding assertions that Israeli sides located in the occupied West Bank participate in the country's competitions.
